On June 7, 2022, the Ministry of ecological environment, the national development and Reform Commission, the Ministry of science and technology and other 17 departments jointly issued the national climate change adaptation strategy 2035, clarifying the basic form, overall requirements, strategy implementation, as well as specific measures to strengthen climate change monitoring, early warning and risk management, improve the ability of natural ecosystems to adapt to climate change, and build a regional pattern to adapt to climate change.

By 2025, the policy system and institutional mechanism for adaptation to climate change will be basically formed, the monitoring and early warning capabilities of climate change and extreme weather and climate events will continue to be enhanced, the level of adverse impacts and risk assessment of climate change will be effectively improved, significant progress will be made in the modernization of climate related disaster prevention and control systems and capabilities, adaptation actions in key areas and regions will be effectively carried out, and the regional pattern of adaptation to climate change will be basically established, Significant progress has been made in the pilot construction of climate adaptive cities, advanced adaptation technologies have been applied and popularized, and an atmosphere for the whole society to consciously participate in climate change adaptation actions has initially taken shape.


By 2035, the climate change monitoring and early warning capacity will reach the international advanced level in the same period, the climate risk management and prevention system will be basically mature, the major and major climate related disaster risks will be effectively prevented and controlled, the technology system and standard system for adapting to climate change will be more perfect, the ability of the whole society to adapt to climate change will be significantly improved, and the climate adaptive society will be basically completed.


Climate and climate change observation network——


We will build a network of reference radiation observation, atmospheric background observation, ozone three-dimensional observation, greenhouse gas and carbon monitoring, and Qinghai Tibet Plateau cryosphere and ecosystem observation stations with perfect structure, reasonable layout, complete functions, standardized business, scientific process, stable and reliable operation. Strengthen the construction and protection of meteorological detection environment. By 2025, efforts will be made to strengthen the observation capacity of the impact of global warming on vulnerable areas of China's carrying capacity, enhance the observation capacity of basic climate variables, strengthen the observation capacity of greenhouse gases, and achieve full coverage of all climate regions and key climate variables in the country. By 2035, improve the monitoring capacity of global climate change and its impacts, and continuously optimize and adjust the structure, layout and functions of the national weather and climate observation network based on the dynamic assessment of the needs of the climate observation system.


Key projects of marine and coastal ecosystem——


The comprehensive treatment project of the Gulf ecological environment: consolidate and deepen the achievements of the comprehensive treatment of the Bohai Sea, implement the comprehensive treatment action of the adjacent waters of the Yangtze River Estuary Hangzhou Bay and the Pearl River Estuary, take the prominent ecological and environmental problems existing in the above-mentioned waters as the guide, adhere to the precise, scientific and legal treatment of pollution, and thoroughly implement the comprehensive treatment, systematic treatment and source treatment of land and sea as a whole. We will focus on promoting the demonstration construction of beautiful bays in the Yellow Sea and Bohai Sea, the Yangtze River Delta, the West Bank of the Taiwan Strait, the Guangdong Hong Kong Macao Great Bay, the Beibu Bay, and the South China Sea Island and reef areas, and explore synergies between enhancing climate resilience and reducing pollution and carbon.


Coastal ecosystem protection and restoration project: guided by the structural restoration and service function improvement of coastal ecosystem, taking into account the strengthening of the ability of coastal ecosystem to adapt to climate change, based on the key marine ecological areas in the coastal zone, comprehensively protect the natural coastline, and carry out the protection and restoration of typical marine ecosystems such as reclamation and beach restoration, shoreline beach restoration, estuarine and bay ecological restoration, mangroves, coral reefs, Tamarix, etc, Strengthen disaster prevention and control of alien invasive species such as Spartina alterniflora. Focus on improving the ecological environment of the Guangdong Hong Kong Macao Great Bay area and important bays and estuaries such as the Bohai Sea, the Yangtze River Estuary and the Yellow River Estuary, promote the overall planning of land and sea, and the joint management of rivers and seas, and promote the restoration of marine hydrodynamic conditions in local coastal waters; Maintain important ecological corridors in the coastal zone and protect biodiversity; Restore the structure and function of the typical coastal wetland ecosystem in the Beibu Gulf; Protect the tropical rainforest and marine endemic animals and plants and their habitats on Hainan Island, strengthen the protection and restoration of water ecology, and improve the service function of coastal ecosystem and the ability of disaster prevention and mitigation.


Special action for urban adaptation to climate change——


Urban agglomerations and metropolitan areas: promote the interconnection of infrastructure, mutual recognition and sharing of public services, joint protection and governance of the ecological environment, and joint prevention and control of climate risks.


Pilot construction of climate adaptive cities: in view of the prominent problems faced by cities in adapting to climate change, we should guide them by classification, promote them as a whole, and actively explore the construction and management mode of urban adaptation to climate change that conforms to the actual situation of all regions. By 2035, cities at and above the prefecture level will carry out the construction of climate adaptive cities in an all-round way, and create a number of beautiful Chinese models of harmonious coexistence between man and nature. Urban flood control and drainage: focus on 31 key flood control cities and cities along the banks of major rivers, improve and transform urban flood storage and detention space, embankments, revetments, watercourses, flood control works, drainage pipe networks and other flood control and drainage facilities, build sponge cities according to local conditions, and completely eliminate the sections of cities that are seriously prone to waterlogging.


Make up for the weakness of the county: promote the make up for the weakness of the county, county-level urban areas and mega towns, and improve general hospitals, centers for Disease Control and prevention, elderly care centers, kindergartens, municipal pipe networks, municipal transportation, parking lots, charging piles, sewage and waste treatment facilities and industrial platform supporting facilities.
